Municipal Engineer
Key Responsibilities
- Spearhead the comprehensive design, construction, and ongoing maintenance of vital public infrastructure—including roadways, water distribution systems, sanitary sewers, and stormwater management facilities.
- Conduct meticulous reviews of private land development proposals, site plans, and subdivision plats to ensure strict compliance with municipal codes, zoning regulations, and established engineering standards.
- Direct the full lifecycle of the Capital Improvement Program (CIP), from project identification and prioritization to budget allocation, design oversight, and construction management.
- Serve as a primary technical point of contact for the community, professionally addressing and resolving resident inquiries, concerns, and requests related to public works and engineering matters.
- Develop and manage departmental and project-specific budgets, performing cost analysis, forecasting expenditures, and ensuring fiscal responsibility for all public works activities.
- Provide expert engineering counsel and detailed technical reports to elected officials, planning commissions, and senior leadership to inform policy decisions and long-range strategic planning.
- Administer complex construction contracts, including the preparation of bid documents, evaluation of proposals, and oversight of contractor performance to guarantee project delivery on time and within budget.
- Utilize advanced asset management systems to track infrastructure conditions, predict maintenance needs, and optimize long-term investment strategies for community assets.
Required Qualifications & Skills
- A Bachelor's degree in Civil Engineering or a closely related field from an ABET-accredited university is required.
- Possession of a valid Professional Engineer (PE) license in the United States is mandatory; you must have the ability to obtain licensure in the relevant state within six months of employment.
- A minimum of seven (7) years of progressive experience in civil engineering, with a significant and demonstrable focus on municipal or public works projects.
- Comprehensive understanding of local, state, and federal regulations governing public infrastructure, land development (including zoning), and environmental protection.
- Demonstrated proficiency with industry-standard design and analysis software, including AutoCAD Civil 3D for site design and ArcGIS for geospatial data management and analysis.
- Exceptional communication skills, both written and verbal, with a proven ability to present complex technical information clearly to diverse audiences… from residents to elected officials.
Preferred Competencies
- A Master’s degree in Civil Engineering, Public Administration, or a related discipline is highly advantageous.
- Prior experience within a public administration setting, showcasing familiarity with municipal budgeting, government procurement processes, and contract management.
- Certification as a Project Management Professional (PMP) or equivalent experience managing multiple complex engineering projects simultaneously.
- Direct experience performing third-party plan reviews, providing on-call municipal consulting services, or working directly within a city or county engineering department.
- Familiarity with modern asset management software (e.g., Cartegraph, Cityworks, or similar platforms) for infrastructure lifecycle planning.
