Municipal Civil Engineer – Public Works & CIP Leadership

Key Responsibilities
- Direct the full project life-cycle for roadway, water, sewer, and stormwater upgrades within the municipal CIP portfolio.
- Review private development plans and subdivision plats; ensure alignment with local ordinances, ADA standards, and FEMA flood criteria.
- Prepare and present technical memos, budget forecasts, and funding strategies to elected officials, residents, and multidisciplinary staff.
- Coordinate bidding documents, negotiate change orders, and administer contracts for design-bid-build and design-build delivery methods.
- Maintain and query GIS and asset-management databases to prioritize rehabilitation versus replacement decisions.
- Respond to citizen inquiries, translating engineering terminology into clear, actionable guidance.
- Mentor junior engineers and inspectors; enforce workplace safety and quality-control protocols.
Technical Environment
- AutoCAD Civil 3D for horizontal and vertical alignment, pipe networks, and quantity takeoffs.
- ArcGIS Pro for spatial analysis, easement research, and utility mapping.
- Asset-management software (Cityworks, Cartegraph, or similar) for condition indexing and lifecycle costing.
- MS Office Suite and advanced Excel models for rate studies, cash-flow projections, and board reports.
Required Qualifications
- Active Professional Engineer (PE) license in at least one U.S. state.
- 5+ years of progressive civil engineering experience focused on municipal infrastructure.
- Demonstrated proficiency with AutoCAD Civil 3D and ArcGIS.
- Proven record managing multi-million-dollar CIP schedules, budgets, and consultant teams.
- Strong public-speaking skills; ability to distill complex data for non-technical audiences.
Preferred Expertise
- Familiarity with EPA permitting, NPDES compliance, and green infrastructure techniques.
- Hands-on knowledge of asset-management frameworks such as ISO 55000.
- Experience integrating renewable energy or smart-city sensors into public works assets.
- Spanish or other second-language fluency useful for community outreach.
