Civil Infrastructure Asset Management Engineer

Key Responsibilities  

- Orchestrate multi-year Infrastructure Asset Management strategies—inventory, condition assessment, risk scoring, renewal modeling.  

- Develop Capital Improvement Plans (CIP) that align technical priorities with funding realities and stakeholder goals.  

- Mine ArcGIS spatial data to expose system-wide vulnerabilities, growth pressures, and climate-driven risks.  

- Configure Asset Management Software (Cartegraph, Cityworks, or similar) to automate work orders, track depreciation, and predict failure curves.  

- Author data-rich business cases and grant applications that unlock state, federal, and institutional funding streams.  

- Lead interdisciplinary design reviews, ensuring roadway, potable water, stormwater, and transit projects integrate seamlessly.  

- Produce defensible lifecycle cost estimates—construction, O&M, decommissioning—to inform value-for-money decisions.  

- Present dashboards, heat maps, and financial projections to executives, boards, and public audiences.  

- Mentor junior civil engineers in asset inventory techniques, resilient design, and project controls.  

- Monitor post-implementation performance; recalibrate models to capture real-world feedback in near real time.


Required Qualifications  

- Bachelor’s or Master’s in Civil Engineering or closely related discipline.  

- 7+ years in infrastructure planning, asset management, or capital programming.  

- Proficiency with ArcGIS Pro and at least one enterprise Asset Management suite (Cartegraph, Cityworks, Infor, etc.).  

- Advanced MS Project or Primavera scheduling skills; proven track record coordinating portfolios >$100 M.  

- Demonstrated command of lifecycle cost analysis, net-present-value modeling, and resilience metrics.  

- Working knowledge of AASHTO, FHWA, and EPA design standards plus public-finance frameworks.  

- Exceptional written and verbal communication—able to translate technical nuance for non-engineers.  

- U.S. Professional Engineer (PE) license or ability to obtain within 12 months.


Preferred Extras  

- Experience serving airports, universities, utilities, or municipal agencies.  

- Familiarity with ISO 55000 Asset Management standards.  

- Exposure to BIM-GIS integration, machine-learning deterioration models, or digital twin platforms.  

- Grant-writing wins exceeding $10 M.  

- Bilingual English-Spanish presentations.
